​Dr. Misfer bin Khafeer Al-Qarni is an Associate Professor at the College of Education and Human Development at the University of Bisha in the Kingdom of Saudi Arabia. He earned his Ph.D. in Curriculum and Science Teaching Methods from Umm Al-Qura University in 2016 with excellent standing and first-class honors. He also obtained his Master's degree in the same field (Curriculum and Science Teaching Methods) from King Khalid University in 2007 with excellent standing and first-class honors, and his Bachelor's degree in Education (Science) from the College of Teachers in Makkah in 1992 with excellent standing and second-class honors.

He has held several academic and administrative positions at the University of Bisha, including Associate Professor and Assistant Professor, Vice Dean of the College of Education and Human Development for Development and Quality, Vice Dean of the Deanship of Graduate Studies, and Supervisor of the Programs and Curriculum Unit at the University of Bisha.

He has participated in numerous councils and committees at the departmental, college, and university levels, including the Higher Committee for Academic Programs and Curricula and the Higher Committee for Teaching Assistants and Lecturers. He also served as the Head of the Saudi Educational and Psychological Sciences Association (GESTEN) branch at the University of Bisha.

Dr. Al-Qarni has contributed to the development and design of academic programs at the diploma, bachelor's, and master's levels across the department, college, and university. He is also a member of several scientific associations in his field, including the Saudi Association for Educational and Psychological Sciences (GESTEN) and the Saudi Association for Curriculum and Educational Supervision.
